3 Finally, we cannot examine ICT strategy in isolation from teacher education as a whole. If a lack of experience with learning technologies is an issue for teachers, so must it be a challenge for those intermediaries, who train, support, advise and guide them. We assess proposed changes in continuing professional development against the challenge posed by David Hargreaves in his paper ‘Education Epidemic’. When teachers model collegiality and professionalism by using e-learning as a vehicle for developing reflective practice, they will demonstrate their personal commitment to lifelong learning, trustful sharing and partnership, especially when that mutual learning takes place in areas of scarce expertise.

A renewed strategy – Empowering Schools A focus on learning The Education Technology Strategy Management Group (ET SMG) took a vigorous consultative approach, organising 38 events involving over 900 stakeholders, with online consultation bringing in a further 1,300 participants and published a new strategy – Empowering Schools26 which the Minister, Barry Gardiner MP, signed off just before Christmas 2004. He underlined: the need for good coordination and wide ranging partnerships both between the two government departments (the Department of Education and the Department for Employment and Learning) as well as with all the stakeholders, including industrial partners.

You had to have a different set of software for each machine. It wasn’t cohesive. Without a coordinated approach, investment fluctuated wildly, resulting in inequalities in the educational experience for young people depending on where they lived and which school they attended. Nor was it possible to imagine a plan for systemic change in how ICT could support educational priorities. There was a clear need to improve reliability, establish value for money, and resolve sustainability in an affordable way.
