1 Demographic Changes The decline of the manufacturing base has been accompanied by a substantial decline in the population of the central city of Buffalo and also by a decline in the overall population of the metropolitan area. Between 1970 and 1980, the SMSA lost almost 95,000 people, and it is estimated that the region has lost another 38,000 since 1980. The only other major metropolitan regions to lose population in the 1980s have been Cleveland and Pittsburgh. Another disturbing feature of this shift in population is the demographic realignment or the "restructuring" of the age of the metropolitan population that we project to be a long-term result of the region's economic restructuring.
There are two explanations for Akron's weak economic recovery. First, Akron's industry mix still includes a greater share of the nation's slower-growing or declining major groups. Second, most major groups are growing more slowly in the Akron economy compared to the nation or are still in decline. The shift-share analysis for the 1983 to 1986 period reveals that if the Akron economy had mirrored the national economy, 26,076 new jobs would have been created instead of 21,328. Given Akron's industry mix, however, the increase in private jobs would have been reduced to 24,373 jobs.
