Between 1960 and 2000, per capita income in South Korea grew 14 times in purchasing power terms. It is now a member of the Organisation for Economic Cooperation and Development (OECD), and its per capita income is equivalent to Portugal’s. 10 As Chang notes, from a country whose main exports were such commodities as tungsten and fish, it has become a leading exporter of mobile phones and flat-screen televisions. South Korean policymakers must have done something right. Various interpretations of the South Korea miracle have been offered, some of which ascribe South Korea’s development to its engagement with globalization.

The main achievement of Brazilian reforms has been to create the necessary conditions for a strengthening of the economic relationship between Brazil and China. Arguably, the current golden economic age Brazil is experiencing is related to its central role in the commodity boom opened up by China’s increasing demand for resources. In short, the Brazil-China relationship has allowed Brazil to acquire BRIC status. 5 per cent. Similarly, the boom of Chinese FDI into Brazil reflects China’s central role in the Brazilian economy.

Finally, the Russian government is the most enthusiastic globalizer, resulting in Russia’s high degree of integration, illustrated by its tradeto-GDP ratio above 50 per cent; but the government manages globalization when it comes to deciding and amending the terms of inward foreign direct investment. Yet, as explained below, Russia is in a category of its own among the BRICs. Its mixed economic performance has less to do with the terms of engagement with globalization, which are set by its government, than with the challenges posed by Russia’s identity as a transition economy, which needs to rebuild an indigenous infrastructure for knowledge creation.
