What then has been happening in the agricultural sector in Bihar in recent years? Addressing this issue is quite critical and leads us to two specific and closely related questions. Why has crop yield, especially rice yield, in Bihar been stagnating for many years at an extremely low level?

An attempt is made to analyse the lower level of the bureaucracy, the Block Development Office (BDO), in two districts of the eastern region of UP on the basis of field surveys conducted by the chapter’s author in 1988 and 2004. The chapter examines whether there have been significant changes in the rural development bureaucracy in terms of the socio-economic characteristics of officials and with regard to bureaucrats’ perceptions of their work and politics.
