29 Part Two The Outcomes Model Chapter 2 Outcome Based Qualifications and the Implications for Learning Gilbert Jessup Introduction In Outcomes: NVQs and the Emerging Model of Education and Training (Jessup, 1991), the proposal was made that the outcomes model of defining qualifications and learning was applicable to all forms of learning. It was argued that if adopted it would open access to learning to far more individuals of all ages, it would lead to more efficient and cost-effective learning.

Such materials are already in preparation, and the first book in a series illustrating good practice has already been published by the NCVQ (1993b): Assessing Students’ Work—GNVQ in Art & Design. This series is seen as an important means of conveying the standards. (…) Additional reference points for the coverage and standards in GNVQs are contained in text books and other learning materials which are rapidly coming on the market. (…) NCVQ is working with publishers to speed up the process. (Jessup, 1994b) Further, it will soon be a requirement that all assessors should be trained and certified to newly published standards, demonstrating that they are able to carry out assessments to the new standard.
